Abstract: Urban management policymaking, when addressing complex and multidimensional issues, requires interaction among stakeholders, institutional coordination, and simultaneous attention to social order and sustainable development. This study aimed to develop a model for urban management policymaking centered on social order and urban sustainable development. Adopting a qualitative approach and the Glaserian grounded theory method, the study focused on the cities of Amol, Babol, and Sari in Mazandaran Province. Data were collected through semi-structured interviews with 14 experts—selected via theoretical sampling—and analyzed using constant comparison, open and theoretical coding, and theoretical memoing. The findings revealed six main categories: the complexity of urban issues; the multiplicity of stakeholders and interests; governance and institutional coordination; policy interaction and discourse; social order and policy legitimacy; and sustainable development and policy learning. "Interactive and learning-oriented policymaking" was identified as the core category. The results underscore the necessity of transitioning toward problem-oriented, network-based, and participatory policymaking.
