Rural growth and development, and above all the development of the country, is closely related to the participation of villagers in more efficient use of available resources. But despite the many benefits of rural development and improving the personal situation of farmers, the efficiency of the agricultural system is low.
The current research was conducted with a qualitative method and using the situation analysis method to investigate the obstacles and problems of agricultural development in the rice fields of northern Iran. The data collection tool was a semi-in-depth interview with the farmers of Lahijan city (Gilan). The statistical population of the research includes 15 villages using random targeted sampling from 5 villages of Lahijan city. Data analysis was done using special techniques of situational analysis. From the point of view of the farmers of the study, there are problems and problems such as: infrastructure problems, economic problems, cultural problems, and motivational problems. The attitude of farmers, the way farmers define their identity and the way of cooperation and interactions among villagers also have an effect on the effective use of available resources.
